1) Crate Train. If you cannot supervise her closely she needs to be in her crate.
2) Do not allow her to run and play until AFTER she has gone. This can take a while so be patient.
3) Immediately upon going outside praise/treat (like you have been)
4) Do NOT punish, scold or otherwise associate going to the bathroom with negatives.
5) Put her on a strict schedule. Within 20 minutes of eating, drinking or playing and immediately upon waking up she needs to go out.
Consistency, Patience, positive reinforcement and effort will get her straightened out.
Add: Puppy Pads can actually make house-training harder. If she is a small breed you may want to consider litter training.
Always be positive. When she is done with eating, make a point to take her outside to go to the restroom. Wait out side until she goes, she will obviously have to after she eats. Be patient, stay outside with her until she goes to the restroom. This may take time, but she will go. Praise her when she goes. Remember- the relationship with you and your dog is all about communication, if she’s going to the restroom in the house and you want her to go outside, then you two are mis communicating. Try to be patient, she’s a puppy and still learning.

Crate training best for you and the safety your dog look into it both my dogs are crate trained and all three of us love it
