i just built a new house and after they laid the carpet the came back threw the house and dusted the walls with just a feather duster and a 5 or 6 foot pole adapter for the high ceilings.
to clean your walls after the carpet is removed good hot soapy water with and a little elbow grease, then wipe rinse with clean hot water. if you have allergy’s to dust i suggest that you wear a dust mask. and yes if you paint you still have to clean the walls or the dust will get stuck in your paint and leave your walls with fuzzy lumps.

I would paint first. Installing hard wood floors shouldn’t create that much dust. Sanding and refinishing the floors would.
Freshly painted walls should be easy to clean. That’s better than trying to get paint off your new floors.
Walls need to be cleaned before you paint. TSP Trisodiumphosphate and water is generally recommended.
