There is a drain tube that allows water to be released from the
fresh air intake just in front of the windshield. The tube comes
out of the bottom of the car. You’ll need to specify what kind of
car it is to give it’s exact location. Most are somewhere towards
the firewall or under the passenger side floorboard. This tube
gets clogged from leaves, etc…

you have a rubber gasket around a door, window or trunk that is leaking and the padding under the carpet probably has mildew in it.

If your car is a newer model then it has what they call Cabin air filter. they smell of mildew if not replaced . Gerry T
