If your lease specified these charges would be leaved against your Deposit they yes they could charge you. When we moved three years ago the carpet from our townhouse had three mud stains from the movers. I tried for two days to get them out (I can remove almost any stain from anything) but these would not come out. Our former lessor was wonderful and did not charge us because they were replacing all the carpets in the 8 townhouses they owned. Just ask it can’t hurt!

I wouldn’t think so. You will need to get a lawyer’s opinion to be sure.
